WAPCOS Limited/World Bank
Local assistance to WAPCOS for “Consultancy Services for Owner’s Engineer for the Construction of the Kaiha River Mini-Grid System in Lofa County (Funded by The World Bank), Liberia project. – provide assistance to WAPCOS in Review of Final Reports of all the studies by the other consultants for this project, Assist WAPCOS in the procurement of the 3 works contractors, i.e., 2.5MW Mini-hydro contract, Transmission and Distribution Network and installing of DG Set of 1.2MW. Supervision & Project Management of above contracts, ensure construction activities up to commissioning of all the contracts adhere the provisions in the safeguard instruments (ESMP & RAP). Assist WAPCOS in Training and Knowledge Transfer: provide training to selected technical staff of RREA (3 personnel) and selected local engineering professionals (6) in the design, supervision, project management and operating of mini grid system. These trainees shall be assigned to the consultant to benefit from on-the-job-training for maximum knowledge transfer. Prepare a training manual and a benchmark for assessing the trainees. The strategy here is to have a pool of trained engineers from whom the eventual mini-grid operator could recruit.

Walter S. McCarthy, B.Eng. (Mining Engineering), MBA: Mr. McCarthy, (Founder and President)
is a Mining Engineer with over 20 years of broad experience working in the natural resources and energy sectors, with many multi-disciplinary roles including project identification, mineral exploration, environmental impact assessment, geotechnical investigation, competent person report, appraisal, mine development. Walter has held number of roles in government where he has gained extensive experience first as Assistant Minister for Mines, Ministry of Lands, Mines and Energy, Liberia and Deputy Minister for Administration Ministry of Lands, Mines and Energy, Liberia.
Feta M. Davies, (BBA) in Management and Public Administration, Diploma in Secretarial Science
Mrs. Davies has 15 years of work experience in public service. Prior to joining Mac-Africa consultants Inc. She served as special Assistant/Administrative Assistant to the chief medical officer/JFK Medical center. Currently she responsible with administrative duties and financial management at Mac-Africa Consultants Inc.
GEOLOGY DEPARTMENT
Nkayimbo Manuel – MSc. (Geology)
Joined Mac-Africa in 2015 and worked on several Iron Ore exploration projects in Liberia. She is also a Licensed Environmental Officer and has experience in Environmental Assessments, Audits, and Rehabilitation. She holds a certificate in Monitoring and Evaluation from the Liberia Institute of Public Administration, as well as the University of Yaoundé and Buea. She speaks both French and English.

Josephus AG Sonniful, (BSc) Electrical Engineering
An engineer at Mac-Africa Consultants with over six years of experience in transmission and distribution systems, laboratory technology, industrial and residential wiring, and RTI/EHELD-USAID works. Prior to joining Mac-Africa Consultants, he worked with the University of Liberia Electrical Department.
Mentor Z. Kotee III, (BSc) Electrical Engineering
An engineer at Mac-Africa Consultants with over eight years of experience in transmission and distribution systems. Previously worked as an AEP/(USAID) Consultant in Front Street, Monrovia. Attended Booker Washington Institute and DON BOSCO Technical High School. He has expertise in industrial and residential wiring. Before joining Mac-Africa Consultants Inc., he worked with the Liberian Reconstruction Group (LRG) as an Electrical Engineer/Electrical Designer on infrastructure projects.
Lisa Touyon, (BSc) Civil Engineering, (MSc) Environmental Engineering
Infrastructure specialist at Mac-Africa Consultants with over six years of experience in geotechnical and civil works, particularly on road projects. Prior to joining Mac-Africa Consultants, she worked with Stanley Consultants.
Mary Jonjo, (BSc) Electrical Engineering
An engineer at Mac-Africa Consultants with over four years of experience in transmission and distribution systems. Before joining Mac-Africa, she worked with Technofab Engineering Company of Liberia at the Free Port of Monrovia.
Emmanuel Moore, (BSc) Electrical Engineering
An engineer at Mac-Africa Consultants with over four years of experience in transmission and distribution systems. Previously served as the ICT/Administrative Assistant Officer at the Adventist University of West Africa (AUWA) in Advent Hill, Schiefflin Township, Lower Margibi County, Liberia. Before joining Mac-Africa, he also worked with Technofab Engineering Company at the Free Port of Monrovia.
ENVIRONMENTAL DEPARTMENT
Nelson S. Jallah, MSc, Environmental Science
Mr. Jallah is a Certified and Licensed Environmental Professional with broad knowledge in the environmental sector and over three years of experience. He has been trained by the United Nations Framework on Environmental Statistics in conducting environmental statistics and the use of environmental economic supply tools.
Additionally, Mr. Jallah has been trained in conducting ESIA, ESMP, Environmental Audit & Monitoring, and has hands-on experience working with multiple stakeholders. He is proficient in guiding principles such as the FPIC process, social development issues, and the preparation and implementation of Resettlement Action Plans (RAP) as well as Gender Assessments.
He is knowledgeable in organizing and conducting public consultations, addressing environmental and social issues, and managing project planning. He has worked on various projects in the mining, energy, construction, waste management, agriculture, and forestry sectors. His expertise extends to projects that comply with international financing institutions’ requirements and policies, including the World Bank, European Union, and AfDB.
Clarence Buigbo, BSc (Biology)
Clarence Buigbo holds a Bachelor of Science degree in Biology from the University of Liberia. He has extensive experience in Environmental Impact Assessment, Comprehensive Site Assessment, and conducting ecological baseline studies.
With over eight years of experience in environmental impact assessment across Liberia, he has conducted environmental and ecological services for several international companies, including BHP Billiton, Golden Veroleum, WinRock International, CHICO, and CICO.

Maxwell C. F. Gwee, (License # 027), Registered and Licensed Land Surveyor
A licensed Land Surveyor with over 25 years of experience in Liberia. Former Director of the National Bureau of Surveying & Mapping at the Ministry of Lands, Mines, and Energy. He also served as an Instructor for National Surveying & Mapping and Topo Surveying and Mapping at the Surveying and Mapping Institute, Ministry of Lands, Mines, and Energy. Holds Diplomas in Surveying and Mapping and Architectural Engineering. Notable projects include:
